Puerto Rico Import Formalities; a quick guide to ease the process

Puerto Rico is part of the U.S. customs territory - therefore, U.S. customs laws apply. Imported goods must be reported to the U.S. Customs Service (Customs and Border Protection-CBP), where they are inspected to ensure compliance with U.S. law. The goods must be classified according to their category in the American customs system, and their value must be determined. As a US Importer, you will need to hire the services of a Licensed US Customs Broker to assist you with the US Customs cargo entry process.

There is also a need to clear local taxes via the Hacienda Tax Office. Since 2016, Hacienda is using its web-based system to assist importers in declaring their imports and clearing import taxes. You can access this system (SURI) here:
